What it is:
A popular archiver for creating and extracting archives (RAR, ZIP and other formats).
What it does:
It works with archives: packs and extracts files.
Do you need it, can you remove it:
This is a regular user application. Keep it if you work with archives; otherwise you can remove it.
What to do:
If you don’t use it, uninstall it via Settings → Apps or with Reg Organizer, which will also remove its leftovers.
